Some discussion as to why the funds are needed since the primary purpose of the HCST&amp;TA is to provide information to the clubs.&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;New Business -&lt;br /&gt;&lt;/strong&gt;            Guest Heidi Pengratis came to speak about a map that her company is producing.&lt;br /&gt;&lt;br /&gt;            Jeff J. informed all that the NYS canal Corp. was having a meeting at 10 AM on Sept 29 at Hotel Utica and all interested should attend. He is concerned with the future of the trail from Little Falls to Utica and the use by snomobiles.&lt;br /&gt;&lt;br /&gt;            The Herkimer county board of tourism is producing an informational booklet and Joe P. made a motion to pay $100 to put all clubs in the booklet 2nd by Pat D. to pay .&lt;br /&gt;&lt;br /&gt;           Jeff J. wants to have a law enforcement seminar during one of the next meetings  before it snows. People from the D.E.C. state police , and park police will be invited to speak about laws for snomobiles . &lt;br /&gt;&lt;br /&gt;            Magic Mike informed al that the state grooming seminar will be held on the 1st Saturday in January at the Salisbury clubhouse. Also the ride for missing children will be on February 20.&lt;br /&gt;&lt;br /&gt;            Jeff Johnson spoke of Zippy’s ride for kids and for all to send riders , info available at www.gregzippzdeli.com .&lt;br /&gt; &lt;br /&gt;            There will be a NYSSA  signing seminar given by Dave Perkins at the Big East Snow Show in Syracuse which is from 9/30 – 10/2&lt;br /&gt;            There was also some talk of HCST&amp;TA having a booth at the Big East next year.&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;NYSSA Report - &lt;/strong&gt; Mike Denapole&lt;br /&gt;&lt;br /&gt;            Junction signs ordered and coming soon&lt;br /&gt;            SRRA passed&lt;br /&gt;            Effective Feb. 27, 55 mph speed limit &amp; 14 year old age limit&lt;br /&gt;            Effective Sept ’06 two-tier system for registration&lt;br /&gt;            Clubs will be given a voucher to prove club membership&lt;br /&gt;           &lt;br /&gt;At next springs forum there will be a vote to define guidelines for a snow sled club including a minimum membership fee. July 27 at Ilion Snowdrifters Clubhouse, there was also discussion of a G.P.S. workshop on this date.&lt;br /&gt;Raffle Tickets will be handed out along with a discussion of our activities at the Herkimer County Fair at a brief meeting before the workshop.&lt;br /&gt;Mike Denapole will head this years raffle committee , which will include Thursty M. and Jeff J. they will make the final decision on amount and quantity of prizes . Tickets will be $10 ea.&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;New Business -&lt;/strong&gt;&lt;strong&gt;&lt;br /&gt;&lt;/strong&gt;&lt;em&gt;From Bill W&lt;/em&gt;.- the Ohio Sno-Bash will be Sept. 18th-19th&lt;br /&gt;&lt;em&gt;From Pat D.&lt;/em&gt; The state will provide secondary junction signs this year and he will order them for the clubs.&lt;br /&gt;There was a discussion of getting more sign posts, as they are needed for fields and hillcrests.&lt;br /&gt;Motion- Jeff Johnson&lt;br /&gt;Second-Joe Polcaro – to purchase 1000 posts at $1.25 or better&lt;br /&gt;&lt;em&gt;From Pat Deyle&lt;/em&gt;-he has 911 signs and will hand them out&lt;br /&gt;&lt;em&gt;From Mike Denapole&lt;/em&gt;- we will have a G.P.S. workshop along with the trail fund workshop in July.&lt;br /&gt;Motion-Jeff Johnson&lt;/p&gt;&lt;p&gt;Second-Joe Polcaro-to purchase one parks approved G.P.S. unit along with accessories and software for Herkimer County Clubs to use.&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;NYSSA Forum Report -&lt;br /&gt;&lt;/strong&gt;&lt;em&gt;From Mike Denapole&lt;/em&gt;-there was a nearly unanimous vote for NYSSA support of the proposed 55 MPH speed limit.&lt;br /&gt;&lt;em&gt;Marty Bull&lt;/em&gt;- passing the 55 limit will aid in the passing of the SRRA II bill&lt;br /&gt;There was also a vote of 147-40 not to pay NYSSA officers &lt;/p&gt;&lt;p&gt;Don Roark- will E-Mail the super raffle results NYSSA made $ 49,000.00 on the raffle.&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;Trail Funds - &lt;/strong&gt;&lt;em&gt;From Pat Deyle&lt;/em&gt;- paperwork for is due on May 31, get it to him before that , also any trail changes . 75% of high snow money is coming , Herkimer County has voucher for trail fund money.&lt;br /&gt;&lt;br /&gt;A discussion to make S-46 from Ohio to Forestport a corridor trail, Tom L. from Ohio and Norm S. from Trackside are working on this proposal.&lt;br /&gt;Discussion of County Rds. Being closed to sleds specifically North Lake Rd. Make sure that the proper paperwork is used. Parks will not accept any other home made forms.&lt;br /&gt;$50.00 per hour for class A groomers and $35.00 per hour for class B groomers. Do not include expenses in excess of  your original grant dollars as you may be subject to a Parks audit.&lt;br /&gt;&lt;br /&gt;You may include copies of receipts marked paid and a copies of canceled checks for all items or do it the easy way and use groomer hours as much as possible. You can include insurance, groomer payments, building payments, lease payments, phone bills, electric bills, gas &amp; oil etc. but no food &amp;amp; beverage.&lt;br /&gt;&lt;br /&gt;Large purchases of equipment and buildings may be depreciated over 7 years.&lt;br /&gt;&lt;br /&gt;New Business&lt;br /&gt;&lt;br /&gt;Next months meeting will be April 13th at BOCES and will be election of officers for the upcoming year. President Bob Shaver will not be running for office this time. We are down between 20 and 30 thousand fewer registered sleds as of now.&lt;br /&gt;&lt;br /&gt;Don Roarke has more NYSSA raffle tickets available.&lt;br /&gt;&lt;br /&gt;Marty Bull gave report on Legislative items for this year. 2 tier system is dead for this year. Also discussed trail crossings of limited access highways. They need permission from the NYS DOT Regional Engineer.&lt;br /&gt;&lt;br /&gt;Forum apps available. Bob Shaver to forward them via e mail.&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;New Business&lt;br /&gt;&lt;br /&gt;Welcomed members from the Deerfield club as they will be looking to apply for the funding of their trails in Herkimer County.&lt;br /&gt;&lt;br /&gt;Jim Thew from Thew Associates discussed his proposal for GPS and mapping of our trails.&lt;br /&gt;&lt;br /&gt;To discuss the possibility of having a bus for the upcoming Forum in Auburn. Clubs are to see if any members are interested and we will decide next meeting.&lt;br /&gt;&lt;br /&gt;Chuck Robinson requests any copy of any of the clubs bylaws.&lt;br /&gt;&lt;br /&gt;Upcoming Events -&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;February 12 – Ride for Missing Children is still on rain or shine snow or little snow. All clubs are reminded that Corridor to Corridor junctions must be signed with the signs provided by Parks and to the specifications set in the signing manual. Any clubs can contact Dave Perkins for a copy of the manual.&lt;br /&gt;&lt;br /&gt;Pat Deyle will be contacted regarding assigning intersection numbers for the remaining intersections and forward this information to Dave Perkins.&lt;br /&gt;&lt;br /&gt;Steve Klem will contact John Karker regarding Otsego County.&lt;br /&gt;&lt;br /&gt;When the information is completed we will discuss coordinating the purchase of the applicable signs.&lt;br /&gt;&lt;br /&gt;NYSSA -&lt;br /&gt;Marty Bull advises a vacancy exists for NYSSA delegate at large. Tickets sold by the clubs will retain 50% of the $5 purchase price.&lt;br /&gt;&lt;br /&gt;Mike Denapole requests that clubs submit membership lists and dues in a timely manner.&lt;br /&gt;&lt;br /&gt;NYSSA has set January 22nd Club membership day. Clubs are encouraged to host a membership drive on the trails as they did last year.&lt;br /&gt;&lt;br /&gt;Clubs should check the NYSSA web site club listings. He has been selling ads within Herkimer County.&lt;br /&gt;&lt;br /&gt;Members from the Otsego County clubs will bring back information at the March meeting regarding a trail map for their area.&lt;br /&gt;&lt;br /&gt;Marty Bull gave the NYSSA  report.&lt;br /&gt;- within the next 2 years all clubs funded trails will require GPS. Marty suggests the County               purchase 1 or 2 GPS units of their own at a cost of up to $500 each. This was tabled for further discussion.&lt;br /&gt;-          NYSSA working on standardizing the method to retrieve taxes from fuel purchases.&lt;br /&gt;-          NYSSA web site has a “Landowners Boucher”  that will have landowners info. We need help to man the booth. Ticket sales are ok but we need to get them all sold(300 need to be sold to break even).&lt;br /&gt;&lt;br /&gt;Trail Insurance Update - We have a new company thru the Cool Agency this year called Great American Assurance Company. They are an admitted carried in NYS. The policy for this year has no deductable and the premium is $100,000 less than last year. The cost for the clubs will be about $84 per mile. The total policy for the state is $840,000. Only one claim was paid out last year and it was an intoxicated groomer operator hitting a car.&lt;br /&gt;&lt;br /&gt;Trail Inspection Progam - NYSSA has started an inspection program and Dave Perkins will be managing it. The inspectors will be volunteers. The training courses have started, if anyone is interested go to the NYSSA site for more info.&lt;br /&gt;&lt;br /&gt;Map Update - Mike Denapole has been contacted by Randy Freeman about getting started on the map. Chip Kiefer will be getting us $2500 of I Love NY money to go towards the map. We also talked about printing a yearly map.&lt;br /&gt;&lt;br /&gt;911 Signs - some clubs are having a hard time getting assigned addresses for the road crossings. There was a discussion on how we could get some help and how other clubs had done it.&lt;br /&gt;&lt;br /&gt;Sign Posts - the posts are done and Chuck Robinson has them at his house. Each club is entitled to 50 so let Chuck know when you will be picking them up.&lt;br /&gt;&lt;br /&gt;Adirondack Snowmobile Plan - Don Roark gave us an update on the plan.&lt;br /&gt;&lt;br /&gt;Adirondack Citizens Council - Don Roark gave a presentation on this new group. They agreed to clear out the fallen trees in the trail for next year’s season. Also to check with DEC regarding trail improvements.&lt;br /&gt;&lt;br /&gt;Pat Deyle explained the trail funding paperwork and the topo map. The 70% check will be received by November 3rd.&lt;br /&gt;&lt;br /&gt; The Trail Fund Workshop has been scheduled for Tuesday July 13th 7:00 PM at the Ilion Snowdrifters clubhouse. &lt;br /&gt;&lt;br /&gt;Motion - Tom Lacomb Second Thursty McKusick - to appoint Mike Denapole Director and Marty Bull Alternate Directors to NYSSA&lt;br /&gt;&lt;br /&gt;Motion - Frank Boepple Second - Marty Bull - to have Chuck Robinson order 600 more sign posts @ $1.25 ea. 100 posts will go to West Canada as we missed them on the last order. We will store them at Chuck Robinson’s and distribute them this fall. Clubs will be responsible for painting the posts this time around. &lt;br /&gt;&lt;br /&gt;Motion - Marty Bull Second - Chuck Robinson - to continue the 911 sign program. We will pay for 20 more signs for each club. Clubs may also order extra signs at the cost of $10 each. Included a map of all trails in Herkimer County. Clubs are to review map and make corrections. Pat to get topo maps for the clubs to draw the trails on for submission. Contact Pat Deyle if you did not get this package.&lt;br /&gt;&lt;br /&gt;All clubs must get this paperwork back to Pat by the middle of April so he can put it all together to submit by the May 31st deadline.&lt;br /&gt;&lt;br /&gt; Mike Denapole gave NYSSA report including the letter writing campaign to our representatives supporting the pending legislation to raise registrations.&lt;br /&gt;&lt;br /&gt; NYSSA Forum will be the first weekend in April in Auburn. All are encouraged to attend.&lt;br /&gt;&lt;br /&gt;All clubs must have their NYSSA memberships submitted prior to the Forum.&lt;br /&gt;&lt;br /&gt; Much discussion followed regarding the Adirondack Master Plan hearings. Don Roark to keep us posted on the progress. &lt;br /&gt;&lt;br /&gt; Old Business&lt;br /&gt;&lt;br /&gt;911 signs are being completed. 264 signs were ordered for a total of $2,640.00.&lt;br /&gt;&lt;br /&gt; Motion: Tom Lacomb Second: Jesse Davis     To pay entire bill and collect from the individual clubs who ordered extra signs upon delivery.         &lt;br /&gt;&lt;br /&gt;John Spanfeller from the Herkimer County 911 is responsible for assigning 911 numbers. He may be contacted on Mondays 8:00 AM to 4:00 PM to schedule a time with him.&lt;br /&gt;&lt;br /&gt;All but West Canada has picked up their sign posts.&lt;br /&gt;&lt;br /&gt; Jesse Davis reported on the Ride for Missing and Exploited Children. The ride was a huge success raising over $36,000.00 for our local chapter. Also the tee shirts are now available. Contact your local club to pick up a shirt if you are owed one. Any problems contact Jesse Davis.&lt;br /&gt;&lt;br /&gt; Discussed our annual raffle. The raffle will be the same as last year except we will be soliciting HCSTTA business memberships prior to the raffle so the businesses can be included on the tickets and posters.&lt;br /&gt;&lt;br /&gt; Bob Shaver will have a membership packet for each club at the April meeting to assist them with selling the memberships.&lt;br /&gt;&lt;br /&gt; It was decided to offer the following business memberships:&lt;br /&gt;&lt;br /&gt; HCSTTA - $25       HCSTTA &amp; NYSSA - $75         HCSTTA, NYSSA and each member club of HCSTTA - $200&lt;br /&gt;&lt;br /&gt; Each membership will include them on the HCSTTA raffle tickets, posters and each respective organizations web sites. The 1st estimatefor riders is about 500. Pat Deyle will arrange for the Boy&lt;br /&gt;Scouts to paint them. He will advise us when they can start so we can have a&lt;br /&gt;few volunteers to assist.&lt;br /&gt;&lt;br /&gt;Motion - Mike Denapole&lt;br /&gt;Second - Steve Klem - to spend up to $2,000.00 for making of the 911 signs.&lt;br /&gt;The Association will pay for the first 20 signs at $10 each for each of the&lt;br /&gt;member clubs. Each club will then be responsible for any signs in excess of&lt;br /&gt;20. The Association will redistribute any of the unused funds. All clubs are&lt;br /&gt;to contact Mike Denapole as soon as possible with their order (preferably by&lt;br /&gt;the first week of January). Contact Magic if you have any questions. We will&lt;br /&gt;try to do this again next year as not all clubs will be able to do them all&lt;br /&gt;at once.&lt;br /&gt;&lt;br /&gt;To allow Magic to get an order in as soon as possible and with getting the&lt;br /&gt;actual 911 address taking some time just give him the road name and we can&lt;br /&gt;add the numerics at a later date.&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;Mike Denapole gave the NYSSA report.&lt;br /&gt;&lt;br /&gt;- NYSSA has paid the insurance premium so we now have trail&lt;br /&gt;coverage. Also the landowners lists are due in ASAP. Jim Jennings advised&lt;br /&gt;that landowners will be covered if the trail is on their land and their name&lt;br /&gt;was not on the list or if there was a change in ownership.&lt;br /&gt;&lt;br /&gt;- Marty Bull will be contacting each club membership regarding solicitation&lt;br /&gt;of donations for political considerations.&lt;br /&gt;&lt;br /&gt;- Mike Denapole reported on the ride to raise funds for breast cancer that&lt;br /&gt;will pass through our area including a stop at Ridgerunners.&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;Pat Deyle reported on snowmobile crossing signs on County roads. He was&lt;br /&gt;advised by Ray Smith that the Legislators need to pass a law to do this. Ray&lt;br /&gt;states that he will introduce this law.&lt;br /&gt;&lt;br /&gt;Jesse Davis  reported on the Ride for Missing &amp; Exploited Children. We need&lt;br /&gt;riders. Sheriff's Dept.&lt;br /&gt;&lt;br /&gt;Meeting was called to order at 7:15pm by President Bob Shaver&lt;br /&gt;&lt;br /&gt;Last meeting minutes were accepted motion made by Marty Bull, 2nd by Bill Weakley.&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;Treasurers Report&lt;/strong&gt; - none as Pat is out of town.&lt;br /&gt;&lt;br /&gt;This meeting was our Law Enforcement Night.&lt;br /&gt;&lt;br /&gt;All the law enforcement representatives on the above list spoke about their role in enforcing the various rules &amp; regulation involving snowmobiling. All stressed that they will be enforcing registration, insurance, loud exhaust, DWI and DUI of drugs. They reminded us that the legal limit for alcohol has been lowered from .1 to .08, this applies to snowmobiling. They also spoke on the new courtesy inspection program where you would get your sled inspected and if the sled is in compliance with the regulations  you would be issued a sticker. This could possibly make it easier when you come to a police checkpoint. It was also said that the stickers wouldn't automatically prevent you from being stopped. All of the representatives(except the Oneida County Sheriff) said that they were going to have more patrols etc. in Herkimer County this year.&lt;br /&gt;&lt;br /&gt;After a short break we had our normal meeting. The following is what was discussed.&lt;br /&gt;&lt;br /&gt;- Otsego County requests being included in next year's map. They have some county funds available. Turned over to Mike Denapole.&lt;br /&gt; &lt;br /&gt;- Otesego County clubs have now received their 30% checks.&lt;br /&gt; &lt;br /&gt;- Motion - Steve Klem&lt;br /&gt;  Second - Brad Smith - to purchase 500 posts for $1.25 each. This will allot up to 50 posts per each member club. If any club wishes to purchase more than that contact Chuck Robinson and it can be added to the order. We will be getting help painting them from a couple of local Boy Scout Troops.&lt;br /&gt; &lt;br /&gt;- Discussed 911 signs. All clubs are asked to calculate how many signs the would need at 2 signs per road crossing and bring back to the next meeting or forward to Bob Shaver. &lt;br /&gt; &lt;br /&gt;- Discussed Business memberships. All member clubs are asked to try to sell business memberships for HCSTTA at a cost of $25.00. This will get them a framed certificate, placed on our website and advertised on the posters and tickets for next year's fund raiser. Members are also encouraged to offer NYSSA business memberships. Co. thru the Cool Agency. Premiums to be paid from the trail fund and will cover all funded and non funded trails of member clubs. Much discussion followed.&lt;br /&gt;&lt;br /&gt;The Snowmobile Act will continue into 2004. The Assembly wants to remove the registration fee raise and put into the Governors Budget Bill relieving them from being responsible for raising fees. If he doesn*t send you a copy feel free to contact him and he will make sure you get one.&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;The new Trail Inspection program should be utilized this year. Trail Coordinators will handle details.&lt;br /&gt;&lt;br /&gt;Chuck Robinson &amp; Frank Boepple to get prices for rough cut sign posts. We have a couple of Boy Scout Troops lined up to paint them for Community Projects.&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;Next months meeting will be a Law Enforcement Night.&lt;/strong&gt; Representatives from the various agency will be invited to attend. Pat Deyle advises that the deadline for changes and additions of trails for funding will be June 30th. Contact Pat regarding this.&lt;br /&gt; &lt;br /&gt;The trail fund workshop will be held Thursday July 24th at 7:00 PM. at the Ilion Fish &amp; Game Club. Contact Pat or Ted K if you need directions.&lt;br /&gt; &lt;br /&gt;The annual raffle will be much the same as last year. $10 tickets with $3 going to the sponsoring club. It was decided to up the cash payout to $4,000 up from $3,500. Tickets and posters will be distributed at the trail fund workshop.&lt;br /&gt; &lt;br /&gt;We will also be manning a booth at the Herkimer County Fair again this year. Aug. 12th thru the 17th. Contact Jeff Johnson to schedule times for working.&lt;br /&gt; &lt;br /&gt;Our projects this year will include assistance with the purchase of 911 signs for member clubs, destination signs (possibly a larger size this time) and supplying 8' hardwood posts for trail signs. Motion to accept the Treasurers report made by Steve Klem, 2nd by Frank Boepple.&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;Committee Reports -&lt;/strong&gt; &lt;br /&gt;&lt;br /&gt;&lt;strong&gt;HCSTTA Shirts&lt;/strong&gt; - Lenny reported that he has contacted Graphtex in Utica about doing the shirts. We decided to get prices on getting the NYSSA logo and the HCSTTA logo on the front for 20 to 25 shirts. He was going to get prices on a denim shirt and a polo style shirt. Lenny will report back with his findings.&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;HCCC Trailhead&lt;/strong&gt; - it's a dead issue for this year due to landowner problems. It is still being worked on and hopefully all the problems will be worked out and it will be ready for next season.&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;Law Enforcement&lt;/strong&gt; - a brief discussion was held on the various law enforcement that has been out on our trails this season. It has been good to see and hopefully it will continue next season.&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;NYSSA Update&lt;/strong&gt; - Marty gave us an update of the new (proposed) laws that NYSSA is going to try to get passed for next year. Here they are -&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;Snowmobile Legislation Ideas or an Omnibus Snowmobile Bill &lt;/strong&gt;&lt;br /&gt;&lt;br /&gt;1. Alcohol and Drug DWI (Driving While Impaired) We would like to see this changed to have people ticketed and found guilty of DWI while operating a snowmobile have this directly effect their automobile drivers license. &lt;br /&gt;2. Speed Limits. We would like to see a maximum speed limit on trails of 55 MPH, with strong emphases on reasonable and prudent speeds for trails where 55 MPH is to fast for conditions for that type of trail. This I know is very subjective. Again this would also affect the operator’s driver’s license with points for speeding. &lt;br /&gt;3. Assumed Risk. We would like to see as part of the law that snowmobilers have assumed the risk of danger while operating a snowmobile in the State of New York. This needs to be similar to that of the Ski Areas of New York State. People know that they are operating a dangerous piece of machinery on trails that the conditions change by the minute, hour and day. &lt;br /&gt;4. Trail Fund Fees. We would like to see Parks and Recreation set the trail fund fees for each year and not the legislature. These moneys would go into a fund for distribution to the agencies that are handing out the trail funds to the clubs. This would take the legislature out of the worries of who was responsible for the increases in trail fund fee. &lt;br /&gt;5. Registration. Have the DMV change to a 3 year registration fee ($15.00) for snowmobiles and Parks and Recreation set up an annual trail fund pass to be issued to all snowmobilers operating on trails in the state of New York. They could be sold like hunting and fishing license are in NY now, at retail location throughout the state. This would make much easier to have out of state riders buy trail passes. It would cut the cost of DMV. We would like to see the trail fund fees set at some where between $50 and $75 per sled per year like other states and provinces have done in New England and Eastern Canada. &lt;br /&gt;6. Insurance. You must show proof of liability insurance when purchasing your trail permit for the year. We recommend a minimum of $100,000 liability insurance at this time. &lt;br /&gt;7. Change the General Obligations Laws to allow a non profit 501 C corporation from the state of New York, to charge a fee for services on property without the landowner becoming liable for damages from any accidents on the property as long as the landowner does not receive any compensation for the use of their land. &lt;br /&gt;8. Age limits. It is time to change the laws governing the operational age limits of snowmobiles. Right now it is 10 years old with a training course certificate. That is way too young for a child to operate any sled. There should be more guidelines for the operation of snowmobiles by minors. Parents or Guardian must be present and limitations to horse power. There also should be limits to times of day children would be allow to operate a snowmobile, for example, maybe daylight hours only. &lt;br /&gt;9. Law Enforcement. We feel that increases in the money for trail funds should also reflect and increase in the amount of money for law enforcement. &lt;br /&gt;10. Standardize Safety requirements for the state. We feel the State should set standards for all snowmobile related safety signs. They should meet the international requirements for snowmobile signs, in size and color. That way we are consistent throughout the state and the world. There should be steep penalties for stealing or destroying any snowmobile safety sign. The state should set minimum standards for bridges, trails and marking safety sign location requirements for all hazardous locations on the trails. &lt;br /&gt;11. Mandatory Snowmobile Club membership. We would like to see each Trail Fund Pass purchaser assign a club or NYSSA as their information center for snowmobiling in NY. Personally I would prefer NYSSA take that responsibility on, but clubs that have a good recorded of informing their members could also do a good job at this. There are some clubs with no news letters and no meetings. &lt;br /&gt;12. Landowner should receive a property tax break for having trails on their property. &lt;br /&gt;13. Require all new snowmobiles sold in NY State to have mirrors on them and all snowmobiles by the year 2008 have mirrors on them. &lt;br /&gt; &lt;br /&gt;&lt;br /&gt;Mike Denapole also briefed us on the upcoming NYSSA Forum April 12th in Batavia.&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;Missing Children's Ride&lt;/strong&gt; - Jesse gave us a brief overview of what went on at the ride. About 200 riders participated and close to $13,000.00 was raised.&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;New Business&lt;/strong&gt;&lt;br /&gt;&lt;br /&gt;- Paperwork for the 30% check needs to be in to Pat Deyle no later than April 15th. Also clubs in the "high snow" areas need to get the trail number and mileage of that trail to Pat.&lt;br /&gt;&lt;br /&gt;- East Herkimer Sno Riders are considering taking over the trail from Kast Bridge to the Frankfort Bridge. Checking balance $509.41, savings balance $11,983.81 our total net worth is $12,493.22. Motion made by Ron Davies, 2nd by Frank B. to accept the treasurer’s report.&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;NYSSA News&lt;/strong&gt; – Marty Bull gave us an overview of the last NYSSA meeting. The next meeting is the 2nd Saturday in January in Lake George. The following topics were discussed.&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;NYS Grooming Show&lt;/strong&gt; – Jan. 3 &amp; 4 at Salisbury &lt;br /&gt;Groomer train the trainers workshop Dec. 18th 6:00 pm at the Little Falls Best Western. &lt;br /&gt;Proposal by the NYSSA lobbyist on the gas tax. &lt;br /&gt;High snowfall areas. Herk. Co. has 157 miles in the high snowfall area and qualifies for $15,700 which will be distributed to Forestport, Ohio &amp; Salisbury(these are the clubs in the high snowfall area) &lt;br /&gt;&lt;strong&gt;NYSSA Magazine&lt;/strong&gt; – Canterbury Press has approached NYSSA about doing the magazine. Hopefully the first copy will be out just before the NYSSA Forum in April. &lt;br /&gt;Trail Insurance – The Northfield Agency has pulled out of NY due to clubs submitting multiple applications with varying info(# of members, miles of trails, road crossings etc) clubs were advised that if you got a quote to pay the premium asap. &lt;br /&gt; &lt;br /&gt;&lt;strong&gt;Herkimer County&lt;/strong&gt; – Pat briefed us on what was going on as far as Herk. Co. helping us out with our insurance costs. He submitted all the info from the other counties that were helping out the clubs to Herk. Co. but still hasn’t heard anything. Clubs should try to get in touch with their legislators to let them know what’s going on.&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;NYSSA Business Memberships&lt;/strong&gt; – Mike Denapole talked about getting each club to get at least 2 NYSSA business memberships from their area. He also talked about setting up different levels of HCSTTA business memberships. He will get together all the info &amp; send it to each club.&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;Destination Signs&lt;/strong&gt; – Jeff J. was submitting the order.&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;HCCC Trailhead&lt;/strong&gt; – Landowner problems, Jesse Davis &amp; Marty Bull will get together to talk about a possible solution.&lt;br /&gt;&lt;br /&gt;Snowmobile Safety Courses – short discussion on this subject.&lt;br /&gt;&lt;br /&gt;Railroad from Winfield to Chepachet – problems with landowners, railroad lawyers &amp; Pat D. are trying to iron out the problem.&lt;br /&gt;&lt;br /&gt; &lt;br /&gt;&lt;br /&gt;&lt;strong&gt;New Business – &lt;/strong&gt;&lt;br /&gt;&lt;br /&gt;Jesse Davis is setting up a ride to benefit the Missing &amp; Exploited Children’s Fund for Feb 15th. He would like to see 300- 500 riders. Ride would end up at the Salisbury Ridgerunners Clubhouse. More info to follow.&lt;br /&gt;&lt;br /&gt;HCSTTA Meetings will be held the 2nd Wednesday of each month at Herkimer County BOCES in the conference room till April.
